I took your image, cropped it down to the the relevant character, and ran it through google image search. It was able to identify it as likely a cartoon. I refined it by telling the search function I was looking for restaurant-related hits. No luck.
I’m going to guess that the building may have began life as another, local restaurant, and the current McDonald’s bought them out and remodeled, but kept the original icon. I’d ask some of the other long-term locals in the area. If it was from a major chain of any sort, the image search I did should have turned at up at least one match.
